Welcome to the Delaware Division of Unemployment Insurance’s (the Division’s) Online Employer Services Portal!
This portal allows employers and third party administrators (TPAs) to:
  • file quarterly reports
  • complete adjustment applications
  • submit payments for outstanding tax bills
In order to make use of this portal, you must first be registered with the Division to report wages by obtaining a State of Delaware Department of Labor Division of Unemployment Insurance Employer Account Number for your business. The Employer Account Number, together with your Federal Employer Identification Number, is all you need to access the portal for its various uses. Assistance in registering as an employer or to access this portal is available by calling the Division's Employer Contribution Operations (ECO) Unit at 302-761-8484 or by emailing ECO at


ONLY 17% of Delaware's UI REIMBURSABLE employers have certified to a financial need for federal funds to assist them with COVID related unemployment costs that would normally be paid back to the State of Delaware. If Reimbursable Employers do not respond to the survey below, the Reimbursable Employers will be required to reimburse the State of Delaware, Depart of Labor UI division their full unemployment balance without the benefit of these available federal funds.

Use the link below to take you to the certification questionnaire to submit a request to have some or all your COVID claims covered by the CARES funding. (IF you are a reimbursable employer, Contributory Employers should disregard.)

CARES funding can be used to cover up to 50% of your account balance for COVID benefit payments made March through December 2020. All we need is your certification using the link above to include your organization. Failure to certify will require you to pay your entire balance remaining.

Please note that ARPA increased the amount of emergency relief for reimbursable employers for weeks of unemployment beginning after March 31, 2021, from 50 percent of UC paid to 75 percent of UC paid. The actual dates for 75% end up being the week ending April 10, 2021 through the week ending September 4, 2021. Since it’s based on reimbursement of UC paid for certain weeks, it covers all claims paid from that week, no matter whether it is a new claim or continuing claim – it’s based on payments made during those weeks that need to be reimbursed by the reimbursable employer, not based on when the claim originated.
